Finca Serena

The Finca Serena development is a new-construction, 80-unit service-enriched development near downtown Porterville. The development targets mixed-income families and includes a set-aside for households with disabilities or facing homelessness. The project incorporates one-, two-, and three-bedroom units, spacious community areas including both outdoor and indoor recreation spaces, service offices, and a robust continuum of services offered on-site.

Qualifications

Finca Serena accepts public applications for 39 units that require the household meet the Low-Income Housing Tax Credit rent eligibility requirements. The property is currently accepting applicants for waitlist. 

 

Referred applicants that are eligible to rent a unit at one of the 39 units dedicated at Finca Serena include economically insecure individuals, those suffering from physical or mental disabilities, and persons who are in need of mental health services and are experiencing homelessness, chronic homelessness, or at risk of chronic homelessness. Each funding source defines who is eligible to live at Finca Serena: 

 

Continuum of Care (CoC) Program Referrals

No Place Like Home 24 CFR Section 578.3.

● An individual or family who lacks a fixed, regular, and adequate nighttime residence

● An individual or family who will imminently lose their primary nighttime residence

● Unaccompanied youth under 25 years of age, or families with children and youth who do not

otherwise qualify as homeless

● Any individual who is:

○ fleeing, or attempting to flee, domestic violence; Has no other residence; or

○ Lacks the resources or support networks to obtain permanent housing

 

Tax Credit Allocation Committee (TCAC) &

Human Health Service Agency.

● "individuals living with physical or sensory disabilities and transitioning from hospitals, nursing homes, development centers, or other care facilities; individuals living with developmental or mental health disabilities; individuals who are survivors of physical abuse; individuals who are homeless as described in Section 10315(b); individuals with chronic illness, including HIV; homeless youth as defined in Government Code Section 12957(e)(2); families in the child welfare system for whom the absence of housing is a barrier to family reunification, as certified by a county; or another specific group determined by the Executive Director to meet the intent of this housing type."
